Haera Manoukian



Ms. Manoukian joined the firm in 2018 as a Litigation Associate in the firm’s Southern California office. Her practice focuses on complex civil litigation, specializing in health care litigation and insurance coverage issues. She represents major California health care providers in state and federal civil actions, mediations, and arbitrations against health plans, insurance companies, and government entities. Litigated issues typically involve interpretation of California’s Knox-Keene Act, the federal Employee Retirement Income and Security Act (“ERISA”), the federal Emergency Medical Treatment and Labor Act (“EMTALA”), as well as general contract and other business disputes.

Ms. Manoukian’s practice areas prior to joining the firm include personal injury, wrongful death, and complex civil litigation cases. Her complex litigation experience includes having worked with a litigation team to represent a large pool of injured persons in one of the largest environmental mass tort cases in United States history.

Ms. Manoukian has also worked as a consultant for the United Nations Office on Drugs and Crime, Human Trafficking and Migrant Smuggling Section advocating for the legal rights of trafficked victims by serving as a legal researcher and a contributor to the Section’s online legislative database. Prior to Ms. Manoukian’s involvement with the United Nations, she worked as a Law Clerk at the Jewish Family Service, Refugee and Immigration Services Program, providing legal aid to refugees.

While in law school, Ms. Manoukian was recognized for her strong legal research, analysis, and writing skills. She received an Academic Achievement Award for obtaining the highest grade in her class on her scholarly writing project. Her project involves a comparative study that identifies and analyzes the lack of safeguards in certain legislation and its effect on the legal rights of a certain class of individuals. In recognition of her success, Ms. Manoukian also received the Joel Zuckerman Memorial Award for her excellence in the study of Comparative Law. She also worked as a Research Assistant for the Director of International Legal Studies at her law school.
